Any work/suggestions to bring new players,make population great?

I like the server as the most updated one , but it's difficuly and lack of population/inactivity of MW (the most important part of a prv srv imo) pushes us back

I'm not a huge fan of easy/light farm servers but you should go for more easier concept after 3(or 4) years of server , better rewards for MW to make players addicted to war.
What do you think to make the server popular?
(I know u've already tried a lot changes to make it easier but it seem to be harder than old palladium-senilia-lostrelic times)
